The programme is currently being developed and will consist of three days at the University of Antwerp and one day at Infrabel’s Academy (in Brussels). We are currently in the preparation phase of scheduling for the 2027 edition and are looking for specific topics and speakers.
Day 1 — Monday 19 April 2027 | University of Antwerp, Antwerp
How do European railway markets function?
The opening day examines the institutional and economic foundations of European railway markets, focusing on regulation, infrastructure access, capacity management and freight competitiveness. Participants will explore the challenges of allocating scarce railway capacity, adapting timetables to changing market needs and strengthening the competitiveness of intermodal freight transport. The programme also considers the perspectives of railway operators, shippers, ports and other stakeholders in developing a more effective European rail freight market.
Day 2 — Tuesday 20 April 2027 | University of Antwerp, Antwerp
Engineering, Infrastructure Resilience & The Night Train Revival
The second day explores how European railways can decarbonise and expand services without undermining their financial sustainability. Topics include alternative traction technologies, the resilience of railway infrastructure to extreme weather, and the economics of night trains.
Participants will consider how energy choices, infrastructure adaptation, rolling-stock procurement, leasing and innovative business models influence the operational and commercial viability of railway services.
Day 3 — Wednesday 21 April 2027 | Infrabel Academy, Brussels
Digital Railways & Future Investment
The third day focuses on how digital technologies and strategic investment can contribute to a more productive railway system. Topics include ERTMS deployment, developments in railway control-command and signalling, automatic train operation (ATO), and cybersecurity.
The programme also examines the investment required to modernise railway infrastructure and the role of rail networks in supporting resilience and dual-use transport requirements. A technical visit to Infrabel Academy provides participants with an opportunity to gain practical insight into railway infrastructure training and development.
Day 4 — Thursday 22 April 2027 | University of Antwerp, Antwerp
Can liberalised railway markets deliver sustainable economic performance?
The final day returns to railway economics and market organisation, examining competition, profitability, market structure and the lessons of railway liberalisation, including experience from the United Kingdom. Participants will explore the rationale for opening railway markets to competition, the commercial challenges facing operators, and the regulatory conditions that can support economically sustainable passenger services. The discussions also consider the experiences of new market entrants and the potential for collaboration and innovative business models to improve the competitiveness of rail transport.
The 2027-programme concludes with a technical visit to SNCB's Central Workshop in Mechelen, offering practical insight into railway maintenance and technical operations.
